In answer to your questions;
a) Yes an official referee can call a game off for referee abuse and I would aplaud them for doing that.
b) No one – the game has been abandoned. It needs to be replayed
c) They could try and it would depend on the local union rules as to whether this could happen
d) Not sure exactly what you want here, but each union is responsible for their own local spectators and they should have a code of conduct for spectators towards all match officials and volunteers
